PayPal does not care whether you get ripped off or not, as long as THEY get a cut. If you file for your supposed buyers protection, they get a cut. sleazebay/PainPal gets at least one cut of every scam on sleazebay, much like a pimp or a dope dealer. They get (steal) huge amounts from all the various scams, like the BIN bandits scam for another instance.
Hi there. I wanted to know how many of you were aware that there is a 25$ Paypal fee for filing a claim against a seller when you never received an item. I have been an Ebay seller for the past year and I have never seen word one about this, at least not in any obvious context. I recently purchased an item from a person with little feedback. Well apparently, this person is a fraud. I paid within 2 hours of the auction close. That was Sept. 3rd, and it is now Sept. 24th. I have contacted the seller three - four times via Ebay messaging since the close of the auction. I have never received a response. I have now found out he has received two other negative or neutral feedback ratings on Sept. 18th. One feedback being another person who did not receive their items. Now, I find out I have to pay 25$ to even try and file a claim with Paypal to get my 35$ back that I paid for the item and shipping. I am utterly disgusted. I tried to call this seller, to find out he had used a fake phone number too. Now, I am a victime of fraud, Ebay has been defrauded, and I have to pay a fee???? Why shouldn't this fraudulent seller pay the fee? Why does Ebay proport that they are a legitimate auction service, yet they do not back you up or protect you from fraud. Did you know that anytime you bid on an auction you are also gambling 25$ of your hard earned money. I am disgusted, I hope those of you out there reading this are too. Daisyfunkmaster

Well that just means that if you get ripped off by any of the millions of dishonest sellers on sleazebay, or are trying to recoup your losses from whatever PainPal stole or helped get stolen from you, just bypass their system and go straight for the credit card chargeback.
AS we all know, PayPal does not fight credit card chargebacks.
