Keep in mind the scenario from the link above doesn't just apply to forums at ebay. There are also other places where it is just as likely to be occurring , such as various finance forums.
People whom suspect that there are paid promoters, company employees, and/or insiders, aka shills/astroturfers/pumpers attempting to influence share prices via manipulations of securities related chat forums/ bulletin boards etc, and have good reason to believe so, can file complaints with the SEC as well as the FTC.
