The problem stems from credits sellers request for "Final Value Fees" (FVF) from transactions in which the buyer never paid for the items (UPI, or Unpaid Items). eBay refunds FVF for sellers who are victims of deadbeats, but sellers reported on Thursday that they have not been receiving credits due to them.
