Just got this from another board.

Another change to eBay's payment policy in the UK.
eBay owned Billpoint.com, which closed in early 2003,
has been added to the banned list in the UK.
Billpoint isn't listed on the US policy.

The billpoint.com domain currently points to paypal.com
