CAPP tries to be very flexible in permitting the use of free speech.  More often than not, a discussion board can become one-sided due to moderation.  If one view point is moderated, then the other must be as well.  You end up with a bunch of non-sense due to moderation.  We want all views to be expressed and debated here.  Please understand that discussions can and do become heated because of this.  You may determine that this board is not the place for you.

In most cases, you will receive 2 warnings before your account is removed.  However, depending on the seriousness of the issue, accounts are subject to immediate removal with or without explanation.

Below are a few simple rules that we ask you to follow:

**Only one active username per member

**If this board upsets you, leave.

**If someone registers a name that is the name of your business, family member, dog, or car....I cannot and will not remove the name unless you provide me proof the name is trademarked/copyright protected.  If your business name is Gullivers Steaks and someone registers the name Gullivers_Sucks, the best thing to do is not tell the board that your business name is Gullivers.  Most people will never know anyway.  You may know or think they are harrassing you, when in truth it could be simple coincidnece.

**If you are posting about someones business (which I prefer not to see here unless in involves PayPal or another payment service), then you must post facts and be willing to back them up.  For business owners, I cannot remove statements about your business without legal regard to do so.  Every business in the world has unsatisfied customers.  It's part of doing business.  On a free speech board, members are allowed to voice their experiences - good or bad.  Repeated bashing of a business in regards to the same instance will be removed at the discretion of myself or the moderator.  Keep your story to one thread and discuss it there. 

**Do not register a known username (or look-a-like name) of a member from another realtive board

**Do not post personal identifiable information about yourself or others on this board.  This includes street addresses, phone numbers, or IP addresses.  Do not post links to places that contain such information. 

**Do not post photos of other members (or their family) on this board.

**Do not post links to other forums/threads on this board unless you provide me with permission from that boards owner first.  Screenshots are ok.

**Keep discussions as factual as possible.  If making a statement about a company or individual be prepared to back it up with facts and reliable sources.

**Every discussion board has trolls.  The best option is to ignore them.  Trolls post with the intent of gaining attention.  When ignored, they serve no porpose and will eventually fade away.

**If you see a problem on the board, PM me about it.  I cannot guarantee that I will remove or address the problem.  If it breaks a board rule I will address it.  If it is something that just makes you mad, I cannot do anything about it.

**In some cases, you will be asked to verify who you are before an account will be removed.  I will address the steps needed for that at that time.

**In some cases, the removal of an account will not confirm that you were not the registrant of that account.  Do not ask me to confirm this to the board as I may not have any way of knowing.

**Accounts found to be using a proxy IP mask may be removed.  This is to insure the flow of the board is not disrupted by the same user over and over.  As the lists are updated, all proxy IP's are added to our "banned IP's" list as they become available.  This list will be updated once a week.  If you are using a proxy IP, you need to delete your account and sign up with the same name without using a proxy.  If you have trouble with this let me know.  All your previous information such as number of posts will be lost.  No ones IP address will ever be placed on this board or given out via email or other means.  Your IP is PRIVATE on this board.

**Please use understandable grammar when using this board.  "Internet language" commonly used by teenagers may result in the removal of your account.  Common short-cuts such as lol, lmao, lmmfao, ur, omg, op, and others are permitted, but typing a sentence such as "me n u r gon go 2 tht prsns prty" (me and you are gonna go to that persons party) will not be accepted here.  CAPP is committed to educating consumers and therefore requires understandable discussions for ALL participants.

**You must be 18+ to use this board.

**Disucssions must be primarily related to topics which include, or can include, the use of PayPal.  Such topics include eBay, Google Checkout, consumer relations, educational resources, hacking, security issues, breach of contract, employees, etc.  Threads which serve no purpose to warn, inform, or educate the public on issues which can relate to PayPal may be removed.  In other words, don't post a thread about Betty's yellow dress unless it was paid for with PayPal or another service which can negatively or positively reflect upon Paypal. I will try to be as flexible as possible regarding this, but if threads become cluttered, you may see some of them removed.  Removed threads will be at the discretion of myself or the moderator.  The removal of a thread does not consititute that a forum rule was broken.  Some will be removed in an effort to help clean the board up. 

Currently, off-topics are permitted and welcomed.  The above rule is in place should it be needed.
