One thing I always notice about these news reports: They always fail to inform readers that the risk begins and ends with ebay's shoddy code. The scam usually begins by on landing on an ebay listing with malicious code inserted, due to ebay failures. Uncorrected some 13 years + now.
Where ever else, such as craigslist etc, you see 'too good to be true' offers, if you see the word ebay or ebay protection, ebay VPP etc mentioned in any vehilcle sale offer, run. Do not walk. It's a scam! In short, never send $ through any payment service. Never try to buy a vehilcle you can't see in real life, in person, drive, kick tires etc. Same holds true for any item.
