EBay Inc. (EBAY)s PayPal (PYPL) applied to Russias central bank for a permit to set up a local unit, for electronic cash transactions in Russia, RBC Daily reported today, citing people it didnt identify.

I just can't help but wonder if this will end up as one of ebaY's forgotten failures and PR scams?

Seeing as how they spammed the bleep out of the news last summer with this and at the end of it all...

PayPal denies plans to launch business in Russia in Sept

Last week PayPal said on its website Russian and Ukrainian users could start accepting money on their PayPal accounts from foreign users from September 24, but its spokesman said that it was a mistake.
